The House Special Committee on Military & Veterans' Affairs has

"An Act relating to recruitment, selection, appointment, and                  
promotion of state employees and the duties of the Department of               
Administration concerning those and other related functions; and               
providing for an effective date."                                              
                                                                               
and recommends it be replaced with:

"An Act relating to recruitment, selection, appointment, promotion,           
and nonretention of state employees and to the duties of the                   
Department of Administration concerning those and other related
